Reflections from the Basement Party: The Sabres and the Webster Block

With only a few days remaining until the City of Buffalo awards the winning bid to those who put in an RFP for the Webster Block, it seems as if the Buffalo Sabres are hoping for another off ice victory.

While Ted Black didn’t show his hand during yesterday’s New Media Summit, he certainly indicated that the Sabres do have a vested interest in the development of the area right outside their front door. After briefly discussing Terry Pegula’s $120,000 gift to complete the lawns at Canalside, Black pointed to the organization’s interest in potentially being involved in developing the Webster Block.

There have been plenty of rumors floating around the internet about what the Sabres may be doing down near the arena, but this certainly backs up what had originally been reported by the News and Business First. With the RFP slated to be announced on the 15th, I expect the Sabres will be holding their breath in hopes of having the winning bid.

Personally, I would imagine that Pegula’s donation was done as a first step of the Sabres’ full interest in that part of the neighborhood. I would imagine that the Sabres have to be the front runner for this RFP simply because I would imagine their proposed project would offer the most return for the neighborhood and city as a whole.

One other thing that was brought up by Black and the Sabres is their involvement in potentially earning the right to host NHL events like the Draft or an All-Star Game. He made a comment that not only pointed to their interest and influence (whether direct or indirect) in the area around the arena.

When addressing the Sabres’ interest in these special events, Black made an indirect reference to some comments made by Emerson Etem and European reporters who made disparaging comments about the city and the lack of activities. Black said that the team and city want to make sure they’re putting their best foot forward and leaving visitors with the best opinion of Buffalo possible. He then said that having a large construction pit right outside the arena would not be ideal, especially if an All-Star Game is on the way.

Based on the conversation with Black, the next possible All-Star Game the Sabres will make a run at will be in 2015, giving three more years for Canalside, the Webster Block and the Donovan Building to be built out and develop. From where I’m sitting Black and Pegula are fully aware of how difficult it is to get anything done by the water and they don’t want the same embarrassment that was suffered during the World Junior Tournament.

While the forum in which Black’s statements were given may not get the most publicity, they should certainly carry a lot of weight to those who make decisions in Buffalo. Continue reading

Canalside and Explore-n-More: Why Buffalo can’t have nice things

Comparing development projects to fables probably isn’t a very good strategy. Typically the first one to the finish line is the project that finds the most success. However, those in charge of planning, approving and building Canalside seem to think slow and steady wins the race.

After putting out an RFP for organizations to pitch for museum space to be built on the former Aud site, ECHDC is allowing Explore-n-More to move forward with the initial study for the children’s museum they plan on building at Canalside.

According to Buffalo Rising, Explore-n-More will begin to determine the size, configuration, exhibit space, capital and operational costs of the “Children’s Experience” that will occupy a major section of the Aud Block. This exploratory phase will also determine if Explore-n-More will be capable of raising the necessary funds – to which ECHDC will match on a $1 to $2 basis – to run such a museum. The BRO report also details that a public involvement plan will be implemented as part of the Master Plan process in addition to a Capital Campagin Feasibility Study for another portion of another Master Plan.

All of this nonsense will be compiled as part of a Final Museum Master Plan based on a Feasibility Study and public input which will be completed in May of 2013 before being submitted to the ECHDC and Explore-n-More boards. All of these hoops and hurdles are supposed to lead towards the museum opening on Memorial Day of 2016. 2016!

Whatever happened to lighter, quicker, cheaper? The dumbest tag line in the embarrassingly pathetic history of Canalside is truly taking on its true meaning; dumber, slower, cheaper. So often you hear people rally towards “the waterfront we deserve” only to see the progress crawl along for half a decade. Continue reading

Don’t just provide access, provide attractions

A recent setback with the pending sale of Outer Harbor land has brought additional debates to the surface of how the valuable waterfront property should be used.

Ensuring that public access is maintained by whomever ends up buying the property has suddenly become a key concern with any future sale. For the outer harbor, a vast expanse of underutilized property has begun making rounds in the news cycle as the NFTA attempts to unburden themselves of what seems to be an operational and budgetary albatross for the Authority.

Recent press would indicate that the impending sale has not just been moved to the back burner, they have been taken off the stove altogether. Again, as citizens hoping for a truly wonder waterfront, we need to wait.

Hurry up and wait could probably substitute quite well for other phrases that have been tossed around the discussion regarding the development of Buffalo’s waterfront. After all, what’s the big deal with a few more months or years of delays after decades of waiting?

Perhaps the plan that had been put forward by Bear Development wasn’t going to be the very best for the outer harbor, but we won’t know either way. Obviously with the NFTA shifting gears with the development plans there won’t be a singular direction as to what citizens can expect. However, with all the talk for public access, I wonder what exactly will there be for the public if no developers are ever pegged? Continue reading

Casino redesign and Webster Block building momentum downtown

The recently released design for the Seneca Buffalo Creek Casino struck me as a big middle finger to every person who has spent the better half of a decade trying to hold up and halt the progress of the downtown casino.

The release of the design came out just ahead of the official announcement of the RFP for the Webster Block – one of the pivotal lots in and Canalside and the First Niagara Center. According to reports, the plan for the Webster Block will come out in June with the possibility of construction on a new project to coincide with that of the Donovan Building and the casino just a few blocks away.

Construction on the casino is supposed to be complete in 2013, but we will see how many lawsuits are filed in hopes of stalling the project. One of the ideas behind the scaled-back casino project was to allow the surrounding neighborhood(s) to prosper from those patronizing the establishment. In theory, it is a good approach to take; allowing casino-goers certain services from the nearby restaurants and FNC will keep people moving throughout the area, rather than confining them to the casino. This is the type of thinking I can get behind.

If I’m being truthful, I don’t love the redesigned casino. The entire project is nothing more than a nice looking building buried in a sea of parking lots. I understand the need for parking – it is something that has been lost on many – but it would seem as if the assembly of lots may be more of an antagonistic piece of design. I can’t say I blame the Seneca’s for such action, regardless of the actual intent. This project was once a giant hotel and casino project complete with a performance hall. It may have been expected to act as a silver bullet for the city, which was an incorrect designation. However, the hotel tower and gaming hall would have brought a serious attraction just steps away from FNC. However, numerous lawsuits and the claim of a dipping economy held up the project and eventually led to the pathetic embarrassment that has graced the corner of the lot since 2008.

Now the casino will be nothing more than a complimentary piece of the puzzle, rather than a major part of the big picture approach to a district starving for development.

The reason I offer such an opinion on the casino itself is that the potential project to be built on the Webster Block could have some relationship to some of the ancillary amenities offered to casino patrons. The Webster Block project will undoubtedly have an impact and ties to the development of Canalside. At least it should.

Further additions coming to Buffalo’s waterfront

After a decade of announcements, renderings and eventual letdowns with regard to most development around Canalside, the ECHDC went out and just did something. I don’t hate it either.

There has been some discussion over the past year about putting more public art in and around the waterfront, specifically regarding putting murals on the Connecting Terminal elevator and lighting up a number of the grain elevators along the Buffalo River. Now it appears that the ECHDC also plan on lighting up the Skyway, too.

The story (link above) came out with little fanfare as the lighting process seems to be in the preliminary testing phase. However, I’m glad the ECHDC decided to take this step without giving those against the move time to whine, complain and sue. According to a first hand account, the setup is very basic at this point. Light sources are on portable stands and reflect onto the supports. I assume the permanent lighting will be somehow affixed to the concrete itself. Three supports are lit up in the testing phase and change colors. Looks totally awesome.

Only a few support legs are lit at this point. That is ok, obviously those in charge have decided that if the Skyway won’t be leaving anytime soon, let it become part of the neighborhood. The Peace Bridge looks fantastic bathed in changing LED lights, I don’t expect the Skyway to turn into the Golden Gate, but the LEDs will at least help turn a hulking barrier into something less obstructive than before. Some random thoughts for the outer harbor

This post has been a long time coming. While I don’t consider myself as an expert on city planning, I’ve been around to enough cities to see what does and doesn’t work. This summer got my mind working as to what is still missing from Buffalo

I was able to find my way around the city and took in quite a few of the best activities WNY has to offer. Still, I feel like there is so much potential waiting to be unlocked. For the first time I don’t think Canalside is the center of this. I actually think the Outer Harbor is where the greatest opportunity lies.

The well documented white flag waved by the NFTA has made the enormous expanse that comprises the Outer Harbor available for purchase. With all 60 acres are up for sale, seems like a great chance for someone to do something dramatic, sort of like this.

Allow me to dream big for a moment. Outside of a savior stepping in and saying they will build a brand-spanking new stadium for the Bills on this space (because that would be totally badass), I would love to see the Buffalo Zoo relocated and expanded on a large portion of this land. I understand the capital involved in such a project is rather inconceivable, but I’m simply thinking out loud. Continue reading

Get your lawsuits ready: Benderson awarded Donovan Building contract

It seemed more than inevitable that Benderson Development would win the request for the rights to the Donovan Building. For what it’s worth, no other RFP was submitted in the process. The more important piece of this pie will be what effect the development has on the greater Canalside development. Update: Buffalo News story on Canalside. I will comment on this at a later juncture.

Here are the basics (per Buffalo Rising):

  • Benderson will invest $30 million into the site, plus a $1 million deposit that they will start work by December (thanks Buffalo News)
  • Phillips Lytle will occupy the top four floors of the building
  • There is going to be nearly 12,000 square feet of restaurant and retail space on the ground floor, plus a two-story parking garage
  • All of this will go into a re-skinned version of the building which marks the first private investment into Canalside

THE. FIRST. PRIVATE. INVESTMENT. IN. CANALSIDE. Let that simmer for a moment. The grass huffers who shelled out all that dough to the triangulation and power of 10 seminar are getting their wish. This form of investing falls into the lighter, quicker, cheaper mantra of the anti-big box retailer gang. Well, at least it is following their theory of allowing the development to occur organically. My Sabres practice arena pipedream

I am a big proponent for developing the city of Buffalo. I even touch on it in this space from time to time. Those of you who follow me on Twitter, or sit behind me at work, know that I have been dreaming up a grand vision for a practice/junior hockey venue near HSBC Arena.

After a little bit of Photoshop and Illustrator work I have a picture to go with my ramblings. Please excuse the polish of my work, I am quite the novice when it comes to both Photoshop and Illustrator. The pictures and overall vision can be found after the jump.

I gave this creation a name just so it looks a little less bare. I chose to call it the New Era Centre because the cap company is a large Buffalo-based corporation and the name flowed well off my tongue.

Basically this idea cropped up in my head because there are two enormous, barren surface lots in the “Cobblestone District” that don’t get very much use. It is a real shame because the remaining buildings in the District have a similar feel to the Distillery District in Toronto. I began thinking of things that could be put in their place to add some life and density to a neighborhood that is composed of about six buildings on one city block. This multi-purpose arena came to mind.

Boston offers hints for Buffalo’s future

I took another roadie to a city with quite a bit of history and tradition this past weekend. Wouldn’t you know it, there are plenty of ideas staring you right in the face that make you wonder, “why isn’t this being done in Buffalo?”

The city I visited was Boston. I caught a Dispatch concert that absolutely kicked ass and I was able to taking the area in and around TD Garden (the USRT boys certainly know this area) and I was able to stroll many a city block taking in the history and architecture of that great city. I also hung out a Quincy Market, an ideal template for some of the questions floating around Canalside and the waterfront.

I will first say this, I understand that Boston is one of the oldest American cities with boatloads more history and tradition than Buffalo. I also am well aware that Boston dwarfs the Queen City in size. But that is ok. What I want to focus on are key cogs, not the big picture.

No beating around the bush, though. Quincy Market is EXACTLY what Buffalo needs. I mean E-X-A-C-T-L-Y. It is filled with shopping and eateries in an open market setting. There is room for kiosks – for those functional lawn fans who only want t-shirts being sold – while having, gasp, national chain retailers as well. Basically, it is like taking parts of the Galleria Mall and turning them inside out so people can enjoy the weather while they shop. By the way, the snow argument doesn’t really hold water considering Boston’s geographic location. Continue reading

The folks over at Buffalo Rising Online broke the story about the businessman’s vision for the underdeveloped parcel of waterfront.

It is a really great idea. None of it comes off as cheesy or useless. It is obvious that he planned out the potential additions with time and care. Add to that the fact that he didn’t try and use any sort of historical interpretation which should keep him clear of any protests. The fact that he left out functional lawns, the power of ten and triangulation makes this plan that much better. Continue reading
